The markets are bought separately for the most part, but technically they share the same AM and FM bands so if we do pure signal counting, we have to take a look at the preferences of the population, which is, overall, more than half Spanish speaking.
Radio signals don't stop at borders.
And many Tijuana stations have tried to program, in English, for the wealthier San Diego market, offsetting what might have been a natural balance. But the fact remains that the trans-border market has a Spanish speaking majority.
LA stations don't sell in the IE because they can not compete with the local rates of the IE stations which are much, much lower. The IE is not by definition part of the LA MSA because it does not meet the 55/15 rule. In fact, the entire Fontana / Ontario piece of the IE with nearly 900,000 persons in it is not part of either radio market... it's unmeasured.
Back to SD/Tijuana... the SD stations for the most part cover Tijuana, and the Tijuana stations for the most part cover San Diego. This can not be said for LA /IE and creates the special situation we also see in El Paso where a trans-border market is served by stations licensed on both sides of the border.
