I'd give performers who have dancing as part of their act a pass, especially since no one wants a flawed performance at the Super Bowl -- especially the labels and the networks. There's too much at stake to allow a dance first/sing second performer to work without a net at the Super Bowl. I seriously doubt Shakira was moving the way she did on the Super Bowl stage while she was doing the vocals for her studio recording of "Hips Don't Lie." So why do you demand she do both at the same time on what, as you say, is the biggest stage she'll ever perform on, in front of a stadium crowd that wants mostly to see her dance and probably can't hear the vocals clearly over the beat anyway?
Oh, and Shakira has performed for even bigger crowds than the Superbowl many times...

Shakira is a Colombian of Lebanese heritage on her father's side. Her dance movements have Arab influences and have been part of her public performances ever since her first big hit back over 25 years ago ("Estoy Aqui"). Her official theme song for the 2010 World Cup had similar dance routines and was played everywhere in the world that has soccer as a sport.
And I'll bet Michael Jackson did not do his signature dance movements when he was recording his hits. And Garth Brooks does not record songs while sliding down ramps and running several miles during the session as he does in a stage show, either.
Oh, and Shakira has performed for even bigger crowds than the Superbowl many times... I forget the exact number who saw her at the 2010 World Cup kick-off, but it was in the hundreds of millions.
I think that some of the observations about Shakira and Jennifer Lopez come from residual Puritanical views; I found the half-time show absolutely amazing, with great choreography and, of course, the obligatory SuperBowl fireworks. It was several times better than the show last year, which was pretty dull and un-exciting.

Gee, to me there was not much difference between the two main artist's appearance of that show and the June Taylor Dancers on the Jackie Gleason show in the 50's or or the Radio City Rockettes. Well, there was one difference... they were better, and one of them is one of the ten best-selling record artists in history.
With "American" meaning more than Northwestern Europeans today, this was a magnificent display of the cultural fusion that has formed the country for several centuries.
That doesn’t make it the right fit for the Super Bowl.
And not a female family member or acquaintance of mine has expressed anything but admiration for their performance. No one muttering about a striptease. No pearl-clutching “but what about the children” a la Helen Lovejoy. And none of them of Hispanic descent or particularly devoted fans of J-Lo or Shakira. Just impressed.
That's really only appropriate for college football. You don't see that kind of thing in pro football.

Cultural differences. All a matter of perception. Mexico still has bullfights. Cockfighting is legal in Puerto Rico, but nowhere in the 50 states. I can understand our "puritan" sensibilities causing outrage over those, but a Colombian dancing at a sporting event? Why?

IMHO this was an ugly, vulgar display which belongs in the adult clubs of Las Vegas and not part of broadcast TV. There is good reason America doesn't look like Brazil et al.
