Not sure why the Franken-FM is listed as WTBS-FM, since it's technically a TV station. When is the FCC going to get rid of analog LPTV and kill off the Franken-FMs?
I remember reading that the FCC granted a reprieve for some FrankenFMs. Not all. I think they had to apply for it. I know Chicago's MeTV FM was one of them. I didn't pay attention to the article closely since there's nothing like that in my market.

Doing a quick search, here's an article about it. It's Alive! FCC Authorizes Last-Minute Franken FM Experiment - Radio Survivor

Bottom line, they are digital TV but the analog FM is still being temporarily used.

There's Magic here in New Orleans and they are an overall good-sounding AC station. Star 94.1 is just as good - they just need to go AC lol. If V103 continues to slip and crash, maybe Audacy will try something new...but that is not going to happen.
Those pay cuts that Rodney spoke of really "improved the sales of the V"! Next step is to get rid of all the staff and VT from other markets. That will increase billings!
