Keep in mind that a low-rated talk station can bill more than an urban station with high ratings, and the bottom line is always more important than the Arbitron numbers.

The bottom line isn't good enough to save the Phoenix version of Free-FM.
Hip-Hop? Not going to happen. One crappy hip-hop station is about all that milquetoast Phoenix wants or needs.

Hey now, I didn't mean to imply that Free FM was making enough money to overcome the abysmal ratings. I was speaking in more general terms.
My main point was that ratings won't save a format that has trouble making money. Ask anyone with experience selling ads on an urban station; unless your ratings are spectacular, it can often be a tough sell.
