If it's REALLY trying to compete with KGO, and not just be another 1.2 rated talk clone, they will need either famous names outside of the normal talk radio circles, or people with some news/talk experience. This still holds if we assume that they want a younger audience than KGO. Howard Stern aside, most 30-something people I know want controversial but relevant content that goes beyond prank calls and poop jokes. People aren't going to care that the talk is in hi-fi stereo. And if they choose the Doghouse just to get people to tune in, Elvis and JV won't last long. Unless those two have changed since I last heard them a few years ago, they're not very articulate when they try to weigh in on current events-related topics. They always sounded to me like two teenage kids talking about who they were going to "vote" for. Remember when KSFO went "Hot Talk" and put J. Paul Emerson on in the morning? His talk was definitely "hot," but he only lasted a few weeks. Of course, Emerson was insane AND racist, so maybe it's not a good analogy.
