I'm not them, but I'd guess it was because they already had subscriptions for those stations under their previous formats and had to keep to the contracts. If I remember correctly, Arbitron won't let you out of your contract early.

i think it comes down to this, IF they have Good News to tell about this station they will tie up the loose ends with arbitron and go with it, if not, they will ignore the results and move on, as i guess we all should.
