92.7 FM/1130 AM in Brazil

According to the "Tribune-Star" article the General Manager, James Conner, stated the 1130 Khz. signal would be much better by February, 2013. The article also stated that a FM application would be made to parallel the 1130 Khz. programming. Mr. Conner did not state that it would be a full FM facility or a translator. By this statement of an "application", the second channel of an HD signal will not be considered although it still could be a possibility. The question is, how do you improve the 1130 Khz, signal by February?

Found out through http://www.radio-locator.com/info/W257CR-FX that the translator for the ESPN in Brazil, IN is licensed to Marshall, Illinois for 250 watts. I read the daily reports from the F.C.C. put this one showed up there under another corporate name than Emmis called First Ventures Capital Partners, Inc. I even talked to someone that worked for Emmis and they pleaded a grinning ignorance. Why the big secrecy unless the sales duopoly in Terre Haute, IN is going to come back and bite? Even Birach Broadcasting wants a 180 day postponement of their proposed move of 640 Khz. to Peotone, IL from Terre Haute, IN. Although in the Birach letter I received, the lawyer stated they would include an environmental study. Someone in Peotone, IL doesn't want four towers next door to their property!
