I think the country format is wishful thinking on radioinsight's part and the authors personal dislike of alternative.
Before you get yer dander up, feller, don't forget that the cross-town board moderator specifically said he was "getting that country feeling" about 94.7FM.
You also forgot that Country music once aired over 94.7FM for about a year. And it's unfathomable you are ignoring the legendary success 1050AM WHN New York was with it's Country format.
Finally, in the 0.00002% chance that Cumulus would select a format other than Country for 94.7FM, how could they possibly launch Nash FM anchored in the mornings by legendary cowboy Don Imus, who tells fascinating stories about his ranch, his family, his wife's business opportunities, and his six-shooter that has scared many a PDs over the years.
Therefore, it is impossible to contemplate any other format for this station besides Country. This is a clever ruse by Cumulus. Since 85% of the population has a keen interest in call-signs, they will all
think the new format will be alternative rock, and won't they be surprised to hear a Banjo twanging on 94.7FM one morning ;D

WRXP was pulling a 2.0 from nothing, with no promotion or on air talent in a matter of less than a couple of months. If they are applying for RXP calls for 94.7 then it will likely be alternative since it would make no sense at all the launch a country format using the calls.
Country still has the stigma of being Country. The new Alternative is more familiar showing up as sound bites everywhere and crossing overs showing up on Fresh, Lite and PLJ. It also appeals to both male and female, rural and urban. One cannot say the same about the Country format.
WRXP could stand for other things. Here are some examples:
Womack, Reba, and eXpect some Parton
Wright-wing Redneck eXPerience
White Rural eXPress
We Relish eXtra Peach/Pecan Pie
