It's not really a joke, it started out as a reason to explain why a good looking guy, with a family who has money and who is very smart, can't get a date. There's no believable reason for Raj not to be able to get a date, except for the fact he can't talk to woman. Fine, but the joke can't be told season after season. It's like I have
Newhart on tape. It's horrible to hear, Larry introducing himself as "I'm Larry, this is my brother Daryl , this is my other brother Daryl." Funny once or twice, painful after that, why is Larry introducing himself for six years?
And that's what I mean about lazy writing, the writers need to drop that and find another reason why Raj can't get a date. And at any rate, if they want to keep the muteness, they at least need to make him slowly getting over it. Maybe have him be able to talk to Penny, then Amy, then Bernadette, etc.
And I realize you can be too picky. Like most sitcoms the needs of the plot are put ahead of any writing consistency. Sheldon's idiosyncrasies, come and go depending on the needs of the script. He'll act horrified of something one week, it doesn't bother him the next, then he's back to being bothered. The Internet makes it all to obvious to spot these. But on the flip side, there's no reason for writers not to take five minutes to google something to make sure it's done correctly
