No, this is straight math. Look at the appeal of the (few) pop-based CHR format in other markets and index it against ethnicity in those markets. Then take the resultant share range and apply it to the 25% of LA that is not ethnic or first generation immigrant... you don't get much!
Better yet, look for a successful pop-based CHR in any market with a large ethnic population, whether it be Black or Hispanic. The influence of these groups determines to a considerable degree the kind of CHR the market will have. Miami, Dallas, Houston, Chicago, San Francisco... all rhythmic/urban leaning CHRs in dominant positions.
And then there _is_ a powerful assumption: the market itself forms taste trends. LA is not a pop market, and people in the CHR demo have not heard a pop based CHR for decades here (I know, if they are in the CHR deemo, they have barely been aloive two decades) and their exposure is limited and they have no interest in that flavor of CHR.
A radio station can not change tastes... it reflects them.
