Once again, the reason why it's this way is money. The NFL makes money, the local stations make money, the teams make money, and ultimately the players make money. Everyone makes money. That's why it happens.
While other sports are going cable only the NFL is still on local TV for the local team.
And I think the cable company has to black it out in those two cities.

Not sure how local tv stations make money on showing a game locally even through it is really stupid since most people expect for you and others that don't have cable.
Well if your in Chicago you will know when the Chicago Bears and Green Bay Packers play each other on Thursday night football and of course if you have the NFL Network.
The Bears/Packers game on 10/20 will air nationwide on CBS and NFL Network. The game will not be blacked out in any market.
