I hear the voiceover ID as KPEZ HD-2, followed by the FM Translator for 103.1 Are you sure it is not on 102.3 HD2?
When the Zone was being simulcast on 103.1, the origination was KVET-HD2 so I think when they changed it to Jammin they just left that connection. Probably less paperwork. I don't think CC really sees any connection between the HD-2 channels and the primary FM channels. I liked them Sunday night they played Feels Good by Toni Toni Tone followed by 2 in a Room's Wiggle It. Monday I heard a song I only heard last in 1994 on KTFM "I'll be loving you all my life" by Stevie B in the 4 o'clock hour followed by some 2009 song.
Advice to Jammin' We can do without the songs past 2000, with the exception of Daft Punk of course.
I'll Ve Loving You is by Collage not Stevie B by the way.
But they seem to fit the format of Urban Oldies/Rhythmic. Add sounding like a train wreck.
They should play music from 1970s, 80s, 90s, and hold off on those 2000s or do 1 or 2 per hour of 2000s.
I still think it is a stunt since I hear no commercials like Mega.

Keep listening and they'll probably start adding commercials. It seems that new stations need time to build up some advertisers, take 106.7 in SA for example. Every time they flip they go commercial free the first couple weeks or however long that is.
