KLTO Full power now?

As I recall, JD, the allotment proposal was structured so that the northern tier and southern tier could be executed independently of one another should one be found defective. It was the northern tier that was defective as 93.7 did not file to downgrade to a C2 when it was assumed to be a C2 at the time the proposal was filed, or something to that effect, and, since the proposal was put before the FCC as one large plan, the entire plan was dismissed. I seem to remember 93.7 being the station that caused the proposal to be deemed defective. However, I haven't heard anything in several years regarding the possible southern tier-only move. So, I don't know if they ever tried to move KLTO onto the Tower of the Americas beyond that original proposal. Moving 97.5 into Dallas/Ft. Worth is pretty well dead as 93.7 is on-the-air and not likely to downgrade.

Kent, you're right about the 93.7 move-in, which was an integral part of the plan. They've been doing one upgrade after another, from C2 to C1 and C0 with a full class C in their sight. Their initial, independent move affected the planned 97.5 move-in, which would have afffected KWTX-FM in Waco by moving it to the Austin area, and so on, ad infinitum. For KLTO the only way it would have worked would have been to go all the way into San Antonio, with the Tower of the Americas being more or less a "locked-in" site because of first adjacent spacing with the "Austin KWTX." So KLTO never applied to move to downtown San Antonio.

The whole thing failed, like you said, because it was argued that it should be proposed as one whole re-alignment. So with the 93.7 upgrade(s) and proposed new allocations northwest of Dallas-Fort Worth it became evident that there really was no way to separate the two tiers of the plan; they really had become one. Of course, for KLTO, it was disappointing that they were stopped short by the plan's failure. But the whole scheme would have actually short-changed other stations and their communites, while it would have put new stations in places that don't really need them.

If the radio industry could get FMHD and its multicasting capability widely accepted by the public, most of the pressure for additional signals in a given market might go away. Receiver marketing issues have been the huge stumbling block.
 
In an effort to correct any wrong impressions I might have created, here's some additional information on the master reallocation plan we talked about. When summarizing something so massive it's easy to overlook some pivotal details. First, KLTO-FM was "stopped short" in their plans to move all the way onto the Tower of the Americas, but they still hope to get there. On the map at the bottom of this linked page, you'll see what their proposed coverage would be:

The "failed" plan we discussed mainly related to Docket 00-148, which had the "north and south" portions. The above linked page illustrates the proposed moves under Docket 05-112, which could best be termed a "replacement" proceeding. It should be noted that 05-112 involves a proposal to move KLTO-FM from McQueeney to Converse, while still maintaining the majority of the "southern tier" moves proposed under the original Docket 00-148. (The original proposal for the new C3 allocation at Fredericksburg was withdrawn in August of 2005; apparently the paper trail hasn't caught up to REC networks, though.)

So Kent is right; there is a "south" only plan (something I failed to note earlier) but many loose threads remain. I had seen the other docket, but concluded that its proposals stood little chance of getting FCC approval. That opinion prompted my statement about the whole plan being dead; in other words, many of the same stations are involved, with many of the same flaws existing in both dockets. There was no way to totally separate the north and south parts of the original plan until some moves in northern Texas became final, but even at that a slender thread between the two dockets remains. And although no official FCC activity on the matter has been noted in over a year, the parties to the plan are still at work. But even if I personally think pulling it off would be a miracle, with enough money and patience, it really could come back to life.
