As I recall, JD, the allotment proposal was structured so that the northern tier and southern tier could be executed independently of one another should one be found defective. It was the northern tier that was defective as 93.7 did not file to downgrade to a C2 when it was assumed to be a C2 at the time the proposal was filed, or something to that effect, and, since the proposal was put before the FCC as one large plan, the entire plan was dismissed. I seem to remember 93.7 being the station that caused the proposal to be deemed defective. However, I haven't heard anything in several years regarding the possible southern tier-only move. So, I don't know if they ever tried to move KLTO onto the Tower of the Americas beyond that original proposal. Moving 97.5 into Dallas/Ft. Worth is pretty well dead as 93.7 is on-the-air and not likely to downgrade.
