You're overthinking it. It was a matter of simply keeping the Rock format on the frequency known to Rock audiences. Radio companies do not give themselves marketing budgets so they're not going to spend time moving formats to different frequencies. This whole deal appears to be about simply operating the Panama City stations cheap out of Fort Walton Beach.Why did JVC use their biggest signal to simulcast their Fort Walton Rock station WBON?
Highway 98 Country, WHWY 98.1, seems like it would be the safer station to simulcast on 97.7.

They do? "RX" could be Rock. Could be for something branded X or B. CHR “Island 106” WILN has begun stunting with television theme song and commercial jingles ahead the closing of its sale to JVC Broadcasting.
Currently ID’ing as “Jingle 105.9“, the move would mark the third major change at the four station cluster since JVC announced its $1.25 million purchase of the cluster from Magic Broadcasting in late June.
