In fact, I'm surprised that The Hub hasn't tried to get the rights to air it on their channel, since they show other 1980s fare, like ALF and Who's the Boss? and (I believe) The Facts of Life.

they're on the Hub, or were recently, music licensing issues keeps The Wonder Years off DVD
