No radio group in their right mind would flip anything to urban to challenge either of those stations either. There's no room for another urban competitor, just like there's not room for them in DFW. Urbans thrived under the old diary system because people could "vote" for their favorite stations, rather than having a device measure what they were actually listening to. The simple fact is urban formats are not generally workplace friendly. I work a few blocks from a Subway, and every time I go in there, the staff (almost exclusively young and black) is listening to KODA. I suppose they could be huge Celine Dion fans, but I think it's more likely that the owner of that store dictates what station the radio stays on.
It's not Arbitron's fault that Dallas is over-radioed with urban formats.
