At least (well this year, anyway) that area "east of the Mississippi River" was also only well north of the Ohio River. I'm east of the Mississippi but well SOUTH of the Ohio, and it was relatively nice and warm here for Halloween. But I heard in our weather history yesterday that Nashville (where I live now) indeed had a freak snowstorm (several inches!) on November 2, 1966. But I also recall an inch or two of snow on the ground in west Tennessee (where I lived at the time) for Halloween in 1993.
