No, actally, it is not. The station "averaged" about 9th in the market for the full year, and it billed commensurately, and it's power ratio was about 1 for the year.

Not really. The billing difference between the two was about 10%. And Bonneville had a better 4-book average last year on 25-54 than KFYI, so that was logical.

Based on the 4.5 fall book, the power ratio was a 1.3. Based on the whole year, it was about a .95.

"Trailing average" is actually a financial term, as in "trailing cash flow" but I digress... the term I used was "multibook average" and most agency buys are compared to or bought from the multibook average for stations.
In any case, your biggest error is to think that last year's sales can be judged against this year's first book. Agency buys are planned considerably in advance, and the ones going out now and for the next few weeks if not months will be based on 2008 numbers, and, probably, a rolling average that includes one or more of the 14th place finishes for KTAR in 25-54.
