Jammin' oldies was developed for assimilated 25-44 Hispanic females. Even in LA, they made the mistake of broadening it and making it to white... yet in San Antonio, done correctly, it is 25-54 champ. The problem was trying to make the format something it was never intended to be.

It is the 15th market, not the 5th. Advertisers do not care about cities and suburbs and boundries. They look at market population.

You are, in other words, forgetting about Scottsdale, Chandler, tempe, Mesa, Peoria, Glendale, Cave Creek, etc., etc., etc.

When necessary, Arbitron uses the annual Census updates (projections) to change market ranks based on large population changes. They just did this for the Fall book, with a couple of markets making big moves, like Las Vegas up 5 or 5 positions. Phoenix is 15th. Comparable markets, like Puerto Rico (14th) and San Diego (13th) grow also.
