Whats going on with 1260 Newark?

There's probably a pretty good sized audience for Hispanic programming. Elsmere, Fourth St area of Wilmington, Wilmington Manor Area, Bear, plus all the fast food restaurants in the kitchen areas in New Castle County seem to be filled with non-English speaking Hispanic folks including the person working the drive up loud speaker/window, not to mention all the lawn care and janitorial services that seem to have an abundance of non-English speaking Hispanic folks in their employ. There seems to be a glut of Hispanic restaurants and grocery stores poping up all over the county so there are even a fair number of Hispanic businesses that could be advertisers on "Hispanic 1260".
 
It was a full-blown local signal when I heard it on 9/13. I was on Chapel St. in Newark. But I have checked in a couple times since and have heard nothing on 1260.
 
More testing yesterday afternoon. Strong signal in the Newark center city and burbs. Music horribly distorted. I heard no talking, only music.
