As a lay-person I would assume that was how time on the radio was determined.

I agree on Randy Reeves and R&W. Yes, he was very laid-back but great to listen to. If I remember correctly, Dale O'Brien did afternoon drive-time and he was followed by Steve Maples doing evenings.
Z93 back then was at the top of their game and always great to listen to.
