WFNI and WIBC HD2 are two different entities. All they need to do is make sure that whatever is on WIBC HD2 is also on the translator.
WFNI was being simulcasted on WIBC HD2. so what ever is on 93.1.2 airs on 107.5 its perfectly legal. so the 10-3 slot if its on 93.1 its not original programing since Translators can broadcast HD2 signals. Cincinnati's 100.7/106.3 is a simulcast of WEBN HD2 signal
 
Utterly confusing for listeners, though. Its 1070 the Fan for 19 hours a day, but ESPN Radio the other 5?

Agreed. But...if none of the listeners to 107.5 listen to the AM signal, they might quickly accept this combo of programming as normal. Key word is "might".
 
Who is chief engineer for the Emmis Indpls cluster these days?
