The cost to Clear Channel to operate the new LPFM signals has to be extremely minimal - no studios, no local programming, no jocks, antennas on sticks they already own, etc.
The benefit, though also minimal, is probably to use these stations as "flankers" for the main station. Example, whatever ratings 100.7 receives - even .05 - will go toward the overall WKSF 107.1 rating and also take away - again minimal effect - to any competitors?
