The loyalty with the listeners does exist, I've seen and experience it personally. However, their buying habits are fixed which isn't attractive to advertisers.
On the other hand, the Louisville metro has two oldies station so that might open up the potential of a standards/pre-Beatles oldies station. But it would either have to be on FM or a fat AM signal to cover the market day and night. Even if a decent AM signal is available you then battle the narrow band receivers and all of the part 15 monsters that will wipe out your signal.
