I assume you mean Bolivia's largest city? (lots of places with the same name.) Completely new operation or an upgrade/expansion of an existing station or network?
Googled some pictures of Santa Cruz, did not realize how much it has grown recently. Very dynamic, looks like an interesting place to visit.
As an aside, shortwave has almost completely disappeared in Bolivia. There were about ten stations left when I last counted in 2018, but I think most are gone now...

Years ago, I went to Santa Cruz but had to fly in to La Paz as there were few international flights to Santa Cruz at the time (70's). The owner of the station that I was working with came to La Paz in a Land Rover and drove me back. On the way, I saw miles and miles of fields with a dark green plant. I asked. I was told, very casually, "the leaf". Cocaine.
This time I don't even have to go there. At this moment, a good thing. But I am concerned about the people there as I have heard nothing for several weeks; in most of Latin America the counts of sick and dead are sometimes as low as only a tenth of the "real" figures.
An article in The Economist says that the economies of the region have been set back to about the 1902 level.
