IIRC most of the agency buyers have the Arbitron. When I was doing sales, the national agency buyers would quote the "cost per point". If you are selling mostly
LOCAL, results are more important than ratings. Example: A car dealer buys a flight, (it has to be at least 30 a day ROS), then sells a lot more cars when commercials air, all a sales person has to do is "pick up" this week's specials after that. My experience was mostly around the Louisville and Cincinnati markets. When there was a "local" agency involved, often the agency owner would take time (if you bought him / her a meal) and listen to your station's "success" stories.
